New fjord link at Frederikssund

Sund & Bælt has drawn up a basis for decision-making for a new fjord link at Frederikssund, financed through user payment.

In the political agreement between the then government (Liberals and Conservatives), the Social Democrats, the Danish People’s Party, the Socialist People’s Party, the Social Liberal Party and the Liberal Alliance concerning improved mobility of 26 November 2010, it was decided that Sund & Bælt should prepare a basis for decision-making for a new fjord link at Frederikssund financed through user payment.

The parties have agreed to implement a detailed analysis of the potential in a user financed model that includes both the new and existing fjord link. Sund & Belt is also tasked with identifying a willingness to pay on the part of potential users and with preparing a draft for the implementation of the project where the technical and organisational solutions as well as user payment perspectives, including opportunities for BroBizz etc., are integrated.

Sund & Bælt has prepared a report summarising the results of the following four interim reports:

  • Willingness to pay and toll and discount models
  • Organisational solutions and financial calculations
  • Payment system
  • Technical and time-related implementation of the project

The starting point for the analyses was the Road Directorate’s EIA report for a new fjord link.  Furthermore, the results are based on COWI’s initial reports on user payment and traffic flows as well as on PPP (Public Private Partnership) models for a link.

Sund & Bælt’s investigations are primarily based on a technical design of a new link as a high bridge south of Frederikssund, c.f. the Road Directorate’s recommendation to that effect from October 2010. To a large extent, the results are also applicable for alternative technical solutions.
